Job Description
- The COO is the senior executive responsible for the day-to-day operations of a downstream oil & gas company.
- You’ll oversee the entire value chain — from product procurement/trading, to logistics/transport, to retail/petrol station operations.
- Your goal: ensure safe, efficient, profitable, and compliant operations while scaling the business across retail, haulage, and trading.

Core Responsibilities
- Operations & Business Performance: Oversee all downstream operations: retail stations, product haulage/transport, and petroleum product trading. Develop and execute operational strategy to meet revenue, volume, and margin targets. Monitor KPIs: throughput, stock losses, station profitability, fleet utilization, cost per liter, OPEX. Ensure 24/7 operational continuity and supply chain resilience.
- Retail Network Management -Manage retail/petrol station network: sales, branding, customer service, and station profitability. Implement standards for HSE, facility maintenance, forecourt operations, and shop/C-store performance. Drive retail expansion, site acquisition, and franchise/dealer management. Ensure accurate inventory management and loss control at depots and stations.
- Transport & Logistics-Oversee product transportation: Owned fleet and 3rd-party haulers. Optimize route planning, fuel efficiency, turnaround times, and vehicle maintenance. Ensure compliance with DPR/NMDPRA, FRSC, and safety standards for petroleum haulage. Manage loading at depots, trucking contracts, and driver welfare.
- Trading & Supply Work: with the Commercial/Trading team on product sourcing, importation, and wholesale trading. Monitor market pricing, margins, credit risk, and competitor activity. Coordinate with supply, finance, and legal on contracts, product allocations, and payment terms. Manage relationships with NNPC, major marketers, depot owners, and suppliers.
- HSE, Compliance & Risk: Enforce strict HSE standards across stations, depots, trucks, and offices. Zero tolerance for safety breaches. Ensure compliance with NMDPRA, NESREA, PPPRA, tax, and other regulatory requirements. Manage operational risk: product theft, adulteration, fire, insurance, and audit controls.
- Leadership & Strategy: Lead and develop Heads of Retail, Logistics, Trading, HSE, and Operations. Own the annual operating budget and drive cost optimization initiatives. Report to CEO/Board on operational performance, challenges, and growth opportunities. Drive digitalization: POS, ERP, fleet tracking, telemetry, and automation
Requirements/Education
- BSc in Engineering, Business, or related field. MBA/MSc is an advantage.
- 12+ years in downstream oil & gas, with 5+ years in senior leadership. Must have hands-on experience in at least 2 of: retail, transport, trading. Knowledge: Deep understanding of NMDPRA regulations, product supply chain, retail P&L, and haulage operations in Nigeria
