ROGEAP is a joint initiative by the Economic Community of West African States (ECOWAS), the World Bank, and the Clean Energy and Environment Alliance. The project aims to improve access to sustainable electricity in 19 West and Central African countries.
The program primarily supported solar energy providers, but in 2025 it is expanding to include non-solar businessesthat provide energy solutions such as mini-grids, clean cooking technologies, battery storage systems, and hybrid energy models.
The objective is to create a stronger private-sector ecosystem that delivers affordable and sustainable electricity to underserved communities.
Requirements
To be considered, applicants must meet specific requirements:
- Open to profitable, established businesses in fast-moving consumer goods (FMCG), retail or consumer goods
- Strong rural distribution networks
- Willing to explore solar market opportunities
- Located in any of the 19 ROGEAP eligible countries
- Female-led businesses are highly encouraged

Benin, Burkina Faso, Cameroon, Cape Verde, Central African Republic, Chad, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo.
