Africa is home to nine out of ten of the world’s most vulnerable countries, according to the Climate Vulnerability Index 2022. This means that the continent is not only facing the most severe impacts of climate change but also has the lowest level of readiness to deal with these challenges. Fragile and Transition states within Africa are particularly at risk, as they have limited capacity to adapt to climate change on top of other vulnerabilities that make them “fragile” or in a state of transition. The effects of climate change are hitting Africa’s poorest communities the hardest, especially those in low-income and fragile contexts, including women, children, and the elderly.

To address the urgent threat that climate change poses to Africa’s development, the African Development Fund (ADF) created a dedicated Climate Action Window (CAW) during the Sixteenth Replenishment of the ADF-16.
This initiative focuses on accelerating adaptation action and reducing warming in 37 least developed countries in Africa. Approximately USD 442 million has been allocated to the CAW, with ongoing efforts to mobilize additional resources from both State and Non-State Actors throughout the ADF-16 cycle.
The Technical Assistance Call for Proposals aims to enhance the bankability of Paris-aligned climate projects and increase climate finance in ADF countries.
This includes supporting project preparation, capacity building, and expanding green financing initiatives. Eligible countries for this initiative include Benin, Burkina Faso, Burundi, and many others listed above. The funding envelope for this call is USD 56 million in grants, with project proposals ranging from USD 260,000 to USD 1,300,000.
Applicants must go through a two-stage application process, starting with eligibility questions and followed by the submission of a project proposal. It is crucial to complete Stage 1 early to allow enough time for the development of a comprehensive project proposal in Stage 2.
